What Is the Free Agent Program?
The Free Agent Program is an innovative approach to talent mobility within the Government of Canada. This approach allows pre-qualified federal employees, known as “Free Agents,” to support Government of Canada departments quickly and easily with their work. As a Free Agent, I bring specialized expertise in IT project management, data analysis, and digital service design to help teams accelerate their goals, share best practices, and deliver value faster.

- Canadian Food Inspection Agency May 31, 2017 - December 1, 2017
- Primary Tasks
- Act as Business Analyst on the Human Resources Business Intelligence Upgrade (HRBI) Project
- Gather Business Requirements
- Analyze requirements and recommend solutions
- Assist in the development of the business case and options analysis
- Research and document best practices
- Secondary Tasks
- Identify Opportunities for efficiency gains in HR Report development process, and recommend short and long term solutions
- Design and develop reports using Cognos Report Studio to support the operations of the HR Analysis team
- Primary Tasks
- Innovation, Science and Economic Development Canada December 4, 2017 - February 16, 2018
- Main Tasks
- Provide day to day functional support for Heat (departmental Incident tracking tool), including Account management
- Provide day to day functional support for JIRA (departmental ticket tracking tool)
- Responsible for SSC Enterprise Control Desk account management
- Maintain and update CIO IT Knowledge Base

- Assist Service Management Team Leader in the development and completion of Operation Support models
- Monitoring and actioning CIO Service Management mailbox inquiries

- Work Objectives
- Plan, manage and deliver the Office of Energy Efficiency (OEE) web and Information Management (IM) services for the OEE, including the development and provision of training and awareness sessions to the Branch employees and management.
- Provide analysis, coordination, input, advice and recommendations in the development of the overall Branch strategic business and operational plans for current and future delivery of the OEE web communications and IM projects.
- Develop and implement web and IM processes, standards, procedures and guidelines for OEE. Prepare analysis/reports related to web and IM and present strategies to OEE management and other internal/external clients.
- Develop and implement monitoring frameworks to ensure OEE’s web content is compliant with TBS standards. Research trends, analyze, make recommendations, and implement improvement possibilities.
- Represent OEE and the Energy Sector at various departmental forums, committees and working groups to exchange information and to discuss the resolution of issues related to web and IM. Provide concise updates and share meetings outcome with senior management.
- Consult with OEE clients to anticipate and analyze evolving web and IM requirements. Provide expert advice and convey directions and recommendations to develop strategies and options to meet objectives. Consult and collaborate with CIOSB and/or CPS to find solutions to existing or potential issues.
- Supervise a minimum of 1 staff member.

- Plan and coordinate deliverables across products
- Update plans with any new information as data collections and organised
- Contribute with input from product managers to tracking and reporting on backlog for sprint planning
- Contribute with input from product managers to ensure retrospectives are completed and activities results are tracked/completed

- Indigenous Services Canada July 2, 2021 to May 31st, 2022
- Main Tasks
- Help to implement a $332.8 million investment to help ensure that Indigenous communities can continue to provide the same level of community programs and services to their members following pandemic-related declines in own-source revenues, as well as tax revenues.
- Support Operations team and Policy team to complete their workplan for 2021-2022 e.g.
- Develop a Dashboard for the Strategic Partnerships Initiative in collaboration with ISC’s data team
- Contribute to dashboard/reporting/storytelling on the Own-source revenue investment
- Contribute to engagement regarding the Strategic Partnerships Initiative with Other Government Departments, Indigenous organizations, Provincial/Territorial Governments etc.
- Assist with hosting SPI workshop in 2021-2022

- Accomplishments
- SPI Reporting Solution: SPI Reporting Solution on GCPedia (this link only works on the Government of Canada network)
- A reporting solution built with Power BI used to slice and dice data from 2010 to 2023, built so that it’s easy to maintain for non-technical user
- The Reporting Solution was used to gather important data for the 2022 Annual Report
- Navigator Dashboard: Navigator Dashboard on GCPedia (this link only works on the Government of Canada network)
- OSR Dashboard: OSR Dashbard on GCPedia (this link only works on the Government of Canada network)
- Accomplishments
- Indigenous Services Canada, April 1st, 2023 to May 31st 2023
- Main Tasks
- Developing JSON templates to automate data entry in a database
- Train future resources that will be hired to help on the data entry automation/Quality Control
- Document the template development process
- Attend regular meetings with the Automation and Quality Control teams to share updates and troubleshoot problems encountered

- Main Tasks
- Develop data visualization tools for Indigenous procurement data with information from proactive disclosure of contracting and other sources
- Support ISC in developing annual reporting and trend analysis, including publicly available data visualization tools from departments’ procurement plans and reporting on 5% Indigenous procurement targets
- In partnership with Indigenous organizations, PSPC, TBS and other departments work to develop best practices, support pilots projects and/or proof of concepts and support experimentation and co-development of future Indigenous procurement data strategies
